In essence this legislation calls for the elimination of the penny.  Specifically SEC. 3. CASH TRANSACTION ROUNDING is about eliminating the penny! These details include Rounding of Cash Transaction Values to Nearest 5 Cents, ROUNDING DOWN- If the resulting sum ends with 1 cent, 2 cents, 6 cents, or 7 cents, and ROUNDING UP- If the resulting sum ends with 3 cents, 4 cents, 8 cents, or 9 cents.  To understand the rounding go to Library of Congress link to H.R. 5818  the leff click on "SEC. 3.
